After its recess, Congress only has about a dozen days to figure out government funding.
The House is expected to work on its own multiyear bill in September.
"I sat down the morning the deal came out and I started highlighting numbers.
The Senate could vote as early as Monday on a procedural motion to advance the bill.

There are currently only six non-white senators.
Transportation projects will grind to a halt if Congress doesn't act.
It's not meant to be an honor.
The GOP thinks it'll save the government money, but the facts suggest the opposite.
